One hero can have several development projects
The official description links unit levels with unlocking abilities. Evolution provides another way to strengthen a unit, but its requirements belong to the chosen character. Jiren’s named material and Geto’s Shibuya goal do not create one recipe for every hero.
A developed showcase can combine levels, attack upgrades, a trait, stat grades and buffs. Read the role of the resulting attack before copying its displayed number. Prioritize the improvement your working squad can use, then leave unrelated projects for later.

Progression questions
Are trait rolls and unit evolution the same improvement?
They are separate development decisions. Choose the result you want and keep the target hero’s own requirements together rather than assuming that one resource improves every part of a unit.
